Conservative joke on Manchester? or on West Yorkshire from Manchester? J13 M62? M66? Blackburn? a day in the life? THE M66 A HISTORY OF PROBLEMS WITH THE GREATER MAN CHESTER MOTORWAYS & HIGHWAYSI have briefly covered this road in another section of this forum, but I want to go into more details and some surrounding history & problems associated with it as well. Concerning accidents, historic enforcement, modern enforcement and construction issues with a story. The signage Issues for the M66/A56/A682 are this... The end of motorway 1/2 Mile sign has not been present. And End of motorway in yards is deceptive to the side road, not miles as for end of motorway. Yards is for other different features. NO National speed limit terminal signs at end of motorway & it is also a variable speed limit road. NO National speed limit repeater signs for a whole mile. And the 50Mph Terminal signs can not have the required size guaged for placement of various sizes, because of the fact the approach speed is not valid to set them, because of the previous issues. It also seems that the 50Mph limit is questionable regarding the natural speed percentile and Also someone has taken out/removed the Street lighting down the central reserve recently. There are many questions regarding the use of tractors on this road, when questioning the original plans, building contract, permissions & planning as it was changed & messed around with. Also questionable Police observation platform construction and stopping regulations, safety and history of the area, including crossings, schools & local dog walkers & paths comes into the equation. Highways agency and local authority have BIG issues with this road & there is concern with the POLICE and GOVERNMENT taking the piss, including associations with the M62 Juntion 12 construction horror faults. Here is the Video. Today I was on the road & I am certain someone has taken out all the street lighting! from the LIT area! The street lights are there in my video! If I am wrong, I am wrong, but I am certain I am correct. I will have to check again next week to confirm this!

Overview of the layout of the area.  Incorrect end of motorway signage distance, types & timing.  Even the M65 is incorrect as well, nearby. You dont have 3/4 mile end of motorway signs. Which is linked to the M66 & near the Lancashire police HQ, which is even signposted nearby.  Also compare the A56/A682 with Longton bypass, outside Lancashire police headquarters, which is National speed limit, but has right angle side roads, with no slip roads, and pavement all along it! how can the M66/A56/A682 not be national speed limit!?  how about this vehicle I reported on the M61? its chassis was bent and it was driving skewed! its shape was like those car parking spaces at Queens road car park Chorley! diagonal shape! I sent the photo in to the police & the REGISTRATION PLATE was not even to the Vehicle in the Picture! They said that they could not do anything about it!!!!!!! So apparently it OK to use illegal number plates not even registed to the vehicle, as the police will not bother to investigate?  Anyway, back on track here are a few more details of the roads history..1977  more to follow

Officer callaghan was Enforcing the A56 with a mobile road SAFETY CAMERA van on a number of occasions. (I think it was about 700+ convictions at the time I looked into it) But that does not include mobile police patrol vehicle prosecutions. Anyway, so The main excuse for the 50MPH speed limit is a argument with a bit of history about a pedestrian crossing adopted by local dog walkers, that on investigation look like it was designed & built for SERVICE ACCESS ONLY. The footpath history has been messed with by the council, and one is through the central barrier! there is an electric pylon service nearby and an electricity box & a gas box through a snicket. THE ROAD RUNS PAST A NEARBY SCHOOL at the top of a embankment. There was suposed to have been a little girl involved in some accident? but i saw evidence of footpaths with fences in disrepair & school kids walking along the carriageway! So I went & photographed the whole footpath system. CALLAGHAN has his ROAD SAFETY CAMERA pointed at the CROSSING ALL DAY! when it was covered in slippery mud & needed reporting to the council to clean the path! I reported to the police but they were not interested! Callaghan was watching people use the mud covered crossing all day! There are a number od other crossings on the National speed limit section that the police dont care about as well. In fact many other roads seem to have these with no issues. Just use common sense. The entire School has been fenced off round the PYlon & playground anyway. Officer Vicki Evans of Lancashire police refused to record my complaints. Also I have identified 2 points on ALL LOCAL COUNCIL WEBSITES I HAVE LOOKED AT. 1. THEY OFFER NO COMPLAIN CATERGORY FOR FOOTPATHS 2. THEY OFFER NO COMPLAINT CATERGORY FOR ROAD SIGNAGE. You have to email or phone the specific department. These sections are not included in the usual complaints menu system. Callaghan clocks me at 61Mph was it?? or something like that when our satellite tracking shows it as 58mph (3mph difference)  And when it penalty points you want a device that is consistent. The sat nav always seems to give the same variation (3mph) to the laser, which to me is good evidence that the lazer is consistently about 3-4mph higher than the acual speed. And the roadside electronic radar are consistently 3-4mph slower speed. The other satellite tracking in the mobile phone was never exact and was always a couple mph under or over, in fact near impossible to get the exact speed of the speedometer. I am nowhere near the 70mph limit of the original National speed limit! & its a frikkin DUAL CARRIAGEWAY!!

Ok, So I am in CHORLEY again, and there is this strange "blue letter S" floating off into the sky?? or was it a dollar $    Anyway, I was watching the Que for the Traffic Lights where they destroyed the beautifull perfectly operating roundabout.  So I got a little film of cars that were lined up, instead of the usual NONE. Roundabouts being secretly removed by Anti-establishment anarchists in government & council positions? Labour being set up by conservatives? or someone else? a higher power at work? the lights are REALY, REALLY, REALLY crap. MORE TRAFFIC LIGHTS. MORE CONTROL OF TIMING OF VEHICLES, POSITIONING & CONTROL OF CIVILLANS BY GOVERNMENT? CAMERON HAWKINGS ON??? Camera, camera, camera, camera chameleon? Red, Gold & Green? bit of a blue tit?   Also a Fixed speed camera Still has my sticker on it!!! This camera is sneaky. Its positioned just where the lanes merge, so if you haave to speed up a bit to merge in with other cars, you might get flashed!!! it does not have YIELD written on the floor! The sticker id coming off itself with the weather. The other one in Town has been "made not readable" presumably by the officer of service. A local buisness has a "strange spinning sign" that is like "Half a circle" ?? wierd!!! And there was an upside down Ice cream box on the motorway M61 fork A666 with strange bend red line markings up the side of it.  ? Like a square ice cream cross box??!!  perculiar! RED, AMBER & GREEN! POWER & CONTROL BEFORE PERFECT SMOOTH RUNNINGS.

Someone else is not happy about the road, especially the 40mph enforced dual carriageway section. Did they have "No pedestrian" signs up when the little girl got hit near the gap in the fence? who would build a bypass past a school anyway? shouldnt they have moved it? Not closed the other school down that was further away?

it is obvious that the prescribed signage is not correct in relation to the collaborating authorities (police partnership) duties to check & maintain the signage correctly.
Road traffic act 1991 23. Speeding offences etc: admissibility of evidence. for section 20 of the road traffic offenders act 1988 (admissibility of measurement of speed by radar) (4) A record produced or measurement made by a prescribed device shall NOT be admissible as evidence of a fact relevant to proceedings for an offence to which this section applies unless - (a) the device is of a type approved by the secretary of state, and (b) any conditions subject to which the approval was given are satisfied
Department for transport
use of speed and red light cameras for traffic enforcement: guidance on deployment, visibility and signing.
Legal framework:
18: Traffic authorities (police are a traffic authority) are required to ensure that all speed limit signing complies with the statutory requirements prescribed in the traffic signs regulations and general directions 2002 as amended. (not just any old adequate as Phil Tyson claims in police interview) thus Ossett bypass and Haslingden are a complete write off for 100% certain. (Steve fINNEGAN) (Dee collins)
32. red-light cameras - used at traffic light junctions where legitimate collisions are purported to have been recorded (not on video) because of vehicles failing to comply with a red traffic light. (not amber)
PRE-enforcement checks.
Non-compliance with the traffic regulation order requirements or speed limit signing requirements may mean that the speed limit is unenforceable.
35. whatever locally agreed deployment strategy* is adopted, there are a number of pre enforcement checks that are recommended before camera enforcement commences.
Ensure a speed limit is appropriate! (and not a 40mph road set to 30mph)
Ensure signing* is LAWFUL and CORRECT - traffic authorities (the police act as an authority to remove and place notices as well as guide and control traffic) are *required to ensure that speed limit and camera signing complies with the statutory requirements P.R.E.S.C.R.I.B.E.D. (wording)in TSRDGD or as specially authorissed (not illegally authorized or unauthorised) (not any old Phil Tyson adequate)
36. These checks should be undertaken each time prior to a period of enforcemennt taking place and, for those areas where enforcement is not regulary undertaken, checks should be undertaken on a regular basis (at least 6 monthly) in all cases camera and speed limit signs must not be obscured: they must be positioned so that they are clearly visible at all times (including actual RED light signals - AKA Peter fahy bottom of the moor traffic light camera signals)

SIGNING AND VISIBILITY CONSPICUITY
38. The following signing guidance is aimed at SAFETY CAMERAS, whereas the visibility and conspicuity guidance is aimed at speed cameras rather than red-light cameras as in all* ? cases ((note except 50mph + or on bend) a red traffic signal will clearly indicate that a driver is required to stop.
NOTE unless the actual camera itself is POSITIONED to obscure the view of the red light signal! (Oldham bottom o th moor)
NOTE thaat if a vehicle is close to the signal and it shows orange .. and if stopping would require sudden or dangerous braking, or if the vehicle is too close.. the orange light is tto be regarded AS GREEN.
what evidence does a 2 photo traffipax device provide of the colour of the light before the vehicle crossed the white line? other than rewinding the calculation of distance which, if the vehicle IS close to the line, PROVES with evidence that the vehicle WAS close to the line at orange. THUS it WOULD have been correct and lawfull to proceed as if the signal were GREEN.
also the council authority are allowed 3x colirs phases to be upto 1/4 secod incorrect which adds upto 0.7 seconds timing error between the anticipated time the lights take to change. thus these significant time differences between cameras DO pose to CAUSE drivers to contravene a traffic regulation order of a red light signal, if the timings are not all exactly the same.
Signing.
40. A speedlimit is made lawfull by the presence of street lights and/or a traffic regulation order AND the provision of PRESCRIBED speed limit signs (Phil Tyson) (Steve Finnegan) (Dee Collins) appropriately located that comply with the TSRGD.
41. The department has published an aide-memoire (DfT, 2006a) that provides guidance on speed limit AND safery camera signing and is designed to ensure correct and consistent signing ACROSS THE COUNTRY (not the roads that jack built & signed) It does not replace or update the legal requirements of the TSRGD but should be considered in its practice and best practise summary.
camera signs should be continued to be located with speed limit signs where permitted and practicable.
44. On every occasion before commenncing enforcement at a camera site, the enforcement officer should be satisfied that the relevant speed limit* and safety camera signing is present and correct. (Sgt. Phil Tyson, Robert Halsted, Rushworth, Dee Collins, D. Stickley, Amaging burt wonderstone, Callaghan)

I've just been delivering to Knaresborough today... It's called "Yorkshire care" and we got talking about the signs along the road... Because they are illegal size 50mph signs all along it...and a silver police car passed me on the road.. and I was thinking about the onboard recording equipment probably being under the same use conditions as the fixed cameras... I have has some stickers on this road.... Anyway.. this time we were talking about the subject he happened to remember a newspaper article about drivers getting refunded their fines! From Bradford Central Process Bureau!? But he said because of a road sign.. but I have found the story and its a traffic regulation order that was wrong! Also the guy told me a roadworks guy he knows got pulled by the police, told the police officer the road markings were wrong and he didn't get done the officer had to let him go! Here's the Rawden article! And bets are now on for the Ossett bypass, as they have had to change the signs! And I know know that its not just section .85 its much more because the measurements and recordings cannot even be used to prosecute because the police did not do the sign checks or comply with the road signage requirements for the road. So... It this still a joke on me, set up? Or are the police truly attempting to get out of being liable? So I will be writing to Steve Finnegan again to get the points off my license and a refund... I do have a letter from Lancashire police, but I have been sidetracked with Fahy's community service and Simon Byrnes Red signal prosecution... While also recoveringfrom legal abuse from West Yorkshire police... Phil Tyson arrest , Alan White and Professional Standards.. when the penalty points dissapeared from the computer after being illegally sentanced... More police jokes...

Latest mullings and lecturing regarding the M66 A56 and Lancashire police charge against me. & general safety. Also I was on the M61 North bound and i moved to the outside lane and a guy in a silver car HT03 3AP did not like it and did a few "rugby car moves" swerves and braking into me.. obviously no impact but i had to brake and change speed... Not saying i havent been angry with people in the past on a couple of occasions, but I was clearly not in his way and was quite a bit in front of him, so he had no reason to do it.. THEN when i tried to get a picture or video.. the phone buttons froze up, preventing me from getting a visual record, so i had to remember the REG number. I got reported for similar by a truck driver on the M6 a year ago... but he was eating chocolate and ignored my indicating to get into lane or else be forced into cones!! i nearly was forced into the cones! so i call that i had good reason to be annoyed... In this instance i do not feel the driver had valid reason to be that angry.
