Ok, so the BLUE 30 mph repeater signs are authorized (blue box) for use. But there is a different colour variant in Lincolnshire which I have Not seen the colours authorized for (Red, Black, White) colours. And anyway.. this police Blue 30mph repeater sign does not have the RED circle border. The Red has gone or was never on it.

11/05/2016 at 15:34 on the A681 Todmorden road, Bacup.
Drive on a road a motor vehicle whilst not wearing a seat belt when lawfull exemption from the offence in in place.

Police officer questioned over suspected Enforcement of speed limit with unauthorized illegal road signage classed as obstruction to driving, stated in traffic signs manual chapter 3 20008, which lists incorrect signage as specifically worded "UNLAWFULL" as per road markings chapter.

Dear Lancashire police, this is a freedom of information act request.

Direction 11 of The Traffic Signs Regulations and General Directions 2002 (TSRGD 2002) defines the requirements for the placing of speed-limit repeater signs. This states that speed-limit repeater signs cannot be placed along a road on which there is carriageway lighting not more than 183 metres apart and which is subject to a 30 mph speed limit. The Department will not make exceptions to this rule.

Please provide any or all written authorization from the secretary of state for transport for permission or special direction to use 30mph speed limit signs in a a street lit road.

Also, to note in relation to the above seat belt charge, no time or distance is given in the legislation. Only in the Highway code guidance which takes into account only getting in & out of the vehicle to deliver goods, not for observation of, inspection of and fast access to goods and load in emergency or to watch load, as per taxi driver and PCV vehicle passenger watching. Likewise \highway code gives 23 meters stopping distance minimum and longer for larger vehicles than cars - 30meters + to stop safely and not cause hard braking or sudden action to other drivers. This highway code non legislative guidance, as is the seatbelt distance also carries no time set or distance in the legislation. Which is the reason it is possible for Dorset police chief Debbie simpson to legally allow 1 second proseution threshold as no legislative time for amber is stated by law. Same as with sealbelt, only that if you are delivery driving you dont have to wear one. The permit threshold to exceed the speed limit > 36mph is NOT legislated for leaway. Thus to give permit to exceed 30mph is a criminal offence. Where amber light has no exact time distance or speed. Those are the legislative facts.

I can not be prosecuted for any offence while undertaking work used for my petition. The petition itself is a legal permit to park, stop, drive without seatbelt and use notices without any law being used to punnish me. I could with consent punch a man in the face for a anti violence demonstration exhibit in public, without the police being able to act to arrest me. And it could be possible to do it without consent if it were necessary. such as in physical self defence. Such as political self defence. I might be able to borrow someones motorcycle or car without consent, but that is an extreme example.. sufficient permit that pre exists in simple daily life.. permit/no permit. blue badge, parking, taxi, delivery common permit. the petition is permit to make, distribute use and deliver notice for purpose. make and use media which is also exempted from legislation as permit of any 18 certified or otherwise controlled media. There are other permits available to the every day man. Cans & cannots. medicine permits.. the petition might be about a new medicine or procedure, abortion or such and require more complex demonstration or information to be collected about various substances to offer the public to for opinion. thus possession is given political "permitt" that is the entire point.

please provide the permit to use 30mph speed signs in a lit area by special authorization from the secretary of state for transport.
I can not be prosecuted for the sealbelt no offence has occured.

MY NEW TSRGD 2016 DISCUSSION & ILLEGAL UNLAWFULL ROAD SIGNAGE & ENFORCEMENT POINTS.

Here they have charged me £89.97 for the TSRGD and printed on it says £65. Also it was NOT sent from abroad, so why does it say AIRMAIL? it says only 2 places SLOUGH & Gloucester! It was supposed to take until the end of August to arrive! so cannot have been expensice shipping from abroad! and it is only just a NEW UK Publication anyway!

I am asking for a discount or refund/return!

The Traffic light stop line is the same widths as before 200mm or 300mm. And the Orange Traffic light filter arrow is NOT in there from Nottingham, Southwark Lane/Road. And there is NO 300mm National Speed limit sign added at all. And NO variation of Motorway electronic sign National speed limit signs either! Obstruction!

There are 500mm speed signs but only within a Square combination sign. NOT alone.

So Many, Many signs still incorrect and in fact ILLEGAL! and you MUST HAVE 2 TERMINAL SIGNS! it is an actual directive!

Ok, so you probably have been shouting this obvious one out that I missed. Which I have only just realised, after I got another rejection of appeal letter back from Burnley magistrates court after sending in my "Representation" to them for exemption from court jurisdiction.

As it turns out, there is even more unlawful road signage after where Steve Callaghan? was Parked on the day I was lasered on the A628. All other sign complaints have been about the A56 which leads onto this section. The A682 has a seperate traffic regulation order which i have already pointed out.. But i have been buisy and i was concentrating on the dangerous crossing & footpaths initially so missed this bit. But the sped limit onto & off the final Rawtenstall roundabout is all contradictory. They have 30mph one way & 40mph the other way, with an unlawfull 40mph repeater sign, and a lone 30mph terminal sign on a 40mph road? or is it an unlawful repeater?

Also the 40mph & 50mph terminal signs on the Dual carriageway are not large enough! I am pretty certain, from Google maps but i havent measured them! But this renders the actual A682 signs unlawful as well as the approaching mile of A56 and the end of the M66 motorway. Plus illegal 300mm National Speed limit repeater signs on the A56 all along past Accrington.

This endemic area of unlawfull road signage in the area, added to multiple accidents is an insurance nightmare. And to say Steve Callaghan is supposed to work for Road safety Support checking road signs, when on another day he is sat in a Mobile Police camera van getting evidence against motorists when it is not even submissible as evidence, when he should be doing the road signage checks.. on a road with accidents .. is just stupid. Especially at a crossing, he is filming with MUD on it, slippery mud, filming children cross in front of him & dog walkers!

Also the fact that a little girl was apparently hit on there, and they havent fixed the fences & school children cross slip roads all around & cross the Dual carriageways & Steve Callaghan has not even had the signage put correct, is riduculus. Why didnt they just build a foot bridge? there is one nearby, by ASDA. Why not there at the crossing as well?

2008-2016 at least. obstruction to driving as per traffic signs manual states.
no police or court jurisdiction
inform police and Highways agency as well of A56 end of road. no national speed limit repeater signs on lit carriageway 2008-2016 required.
