A "PLACARD" is a NOTICE borne from a person, either printed or hand written. It is a Letter, a Notice & legal document. No matter if packaged single or bunched together as multiple notices/letters. Political notices can be delivered across borders to petition persons in any country without you needing to pay a customs fee, because they are documents.
I have had contest from Customs & excise over this.
So.. I had some stickers made for the petition, but I had them done in America because they are meant to be the best for making stickers. I didnt think about the import duty, but it was like £x ammount (i will have to find the document) And I never thought to ask the company to mark the package as documents. I looked into it an several types of items are Import duty free, such as Sheet music, newspapers, religious bibles & books, charitable items and things like that. Also obviously letters & documents as well. It is obviously the same type of catergorys as for the distribution of free printed matter, because these things are not for a proffit, or commercial. Music is to be played, i dont know why newspapers are exempted, probably because they are just like a letter informing you of something like a regular letter or document. Religious bibles & other books are exempted but there are certain catergorys, and then there are charity goods which also have special regulations. Now if you send one letter or 100 letters all wrapped up, it is still a document. And petitioning materials are voting papers/ballots, so legal documents, letters. You can still have them as a sticker form. Its what the PURPOSE is for which catergorizes it. A parking ticket, once printed is a legal document, document, letter. So you can have a sticker that is a document. Also when sending out notices for a petition, it is a notice, which is a document. I have been arguing this with revenue & customs for over a month or 2 now & they just keep sending me a load of rubbish excuses. Here are the stickers I had made (from sticker robot) I should have just had them made here in the UK. But I am a fan of authentic USA stickers, so It was a bit of a novelty for me. And for the purpose of the petition I do believe they in fact and truth ARE duty free. Plus there is the £8 parcel force handling fee!
So I sent most of them out to every single football club in the UK, Scoltland & Northern Ireland, Wales before the election.
I think I had enough for a about 7 stickers in each envelope. It cost quite a bit in stamps! I also gave some out to people & placed secret free stickers like an art drop as well a few places.
I am not claiming this had any effect to the way Scotland went on the voting, lol. But I would like to think it had a slight effect. I also sent some big stickers to a few radio stations & some stickers to shops & university radio stations as well.
I still think that someone was hacking into the Polling website and messing with the number of signatures I had obtained, but I cant prove that. But someone did remove a few things from this website for certain.. So it is quite possible. It could have even been the police or Government, but If so why would they authorize my petitions?
Anyway.. besides the point..
So I will post some of the letters I sent to Revenue & Customs.
I have had parcels delivered by DHL & Parcel force before when I got the item & paid the customs later. Not had it witheld until I had paid.
If I had got the item first, I could have refused to pay & then they couldnt fine me for the money, because all fines & prosecutions against petitioning are ILLEGAL.
But because they wouldnt give me my materials before I paid the duty charge, I am having to reclaim it afterwards.
Also, what if you are petitioning Europe on an issue or the whole world??!! Say on EU matters? or world peace?! You should not be charged duty on ballot notices. They are documents, there is no question about it. By this form, Documents are exempted. And there is nothing to say that the documents must be posted seperate, they can be bundled together. The purpose and petition signature request is clearly printed and there is no doubt about the use and authenticity. The value is not relevant with exempted items.
(the benton avenue address is authentic as well! lol I bought some lego road things for a photo I am doing for here, showing some roundabouts soon. What a co-incidence!)
Also have you noticed that American ebay sellers no longer send direct to you and can not mark parcels as a "gift" or "commercial sample" apparently now EBAY HQ DEPOT fill everything in then ship it over after the seller sends it to them???
Is this another blockade to stop people having a gift wrapped present sent to someone from ebay? Or getting samples from ebay?
is £15 or so REALLY adequate for personal treats from abroad like ONE pair of trainers for a bit cheaper???
And shouldnt the "gift" allowance be more or less the same?? like £40 or something?? I mean you are not importing that shit on a weekly basis to sell on are you???!!!

Also if you are sending or recieving any printed materials for purpose of a ballot or voting or gathering signatures for a cause, I am certain they are notices/letters. And you CAN do a global or Euro petition, and the Distribution of such materials is exempted from duty. This is certain 100% and you should not require to argue it with Customs Border force/farce.
