When Notices of Intended Prosecution were sent to his home address in the Canning Town area, he ignored all of them. The driver was summoned to court for failing to identify the driver of the vehicle in each of the 14 speeding cases. He was ordered to pay a fine of £660 and costs of £90 in each case at Chelmsford Magistrates’ Court on Thursday, June 16, 2016. He was also banned from driving for six months. The technical error made by the Department for Transport (DfT) in authorising the new sign style, which saw 1,780 drivers caught driving through the Park Road bus gate, also covers bus gates in Warwick Row and Gosford Street. Coventry City Council last week agreed to pay back fines racked up in Park Road but have now extended that to all three sites, meaning a total of 13,282 drivers are entitled to refunds totalling at least £398,460. The authority is now launching an official investigation into how the error was made at central government level and how they can resolve the issue with the DfT - and hopefully claimed the cash back from government. Figures show that 9,099 motorists were fined for driving down Warwick Row and 2,403 penalty charge notices (PCNs) issued at the bus gate at Gosford Street between December 10, 2015, and April 21, 2016. Assuming the income of each fine was £30, instead of the higher rate of £60, then the council will need to repay £398,460. Coun Jayne Innes, cabinet member for city services said: “Following a recent announcement concerning a Department of Transport error with signs at the Park Road bus gate, we can now confirm that bus gates at Greyfriars Green and Gosford Street are also affected. “This is because all of the signs were covered by one approval.” She added: “Between December 10, 2015, and April 21, 2016, we issued tickets at all three locations in good faith. “But now it’s clear that the signs were not authorised due to an error made by the DfT. “I have called for a full and urgent investigation into what went wrong and where we go from here. “I am angry that we have ended up in this position because of a DfT error. Their intention was clear – they wanted to approve the signs – they intended to approve the signs. And they would have been approved had it not been for a typing error. “I will be pushing for this to be resolved as soon as possible – this will mean working with the DfT. Part of this will be asking them to refund the money.” The signs, which had been in place since August 4, 2014, needed authorisation from the DfT because they were not on a list of pre-approved signs. After receiving a complaint about the signs from a member of the public they were reviewed but during this process the wrong diagram was quoted. The signs once again became authorised on April 22 when the council’s sign was added to the DfT’s list of standard use signs in the Traffic Sign Regulations and General Direction 2016. Motorists who were issued with PCNs for driving through bus gates at Warwick Row, Gosford Street and Park Road between December 10, 2015, and April 21, 2016, can appeal in writing to the council for a full refund. The Department for Transport previously said: “Due to an administrative error in the approval paperwork, bus gate signs in Park Road, Coventry, were not authorised for a period of time, but they have been compliant since April. “We have been in contact with Coventry City Council since this issue came to light and we will continue to discuss this with them.” They have been contacted about the new developments. In a separate issue, 70 drivers had already successfully appealed fines for driving through the Park Road bus gate after complaining that the diversions onto the ring road through Manor Road onto Stoney Road were not clearly signposted while work was taking place to redevelop the ring road junction for the Friargate project. Eddie Mustoe spent £3,000 on legal fees after police pulled him over for driving down the road in September last year. His solicitor Marcus Lavell has now said the sign will have caught out thousands of motorists since it was put up in the 1980s – and they could all challenge their fines. "Placing signs on or near the highway is strictly controlled and can only be done in line with the relevant regulation," Mr Lavell said. "Given the duration of the sign's use and the fact that this is a major junction in the centre of Bristol I would have thought several thousand motorists would have been caught over the years. "Placing an illegal road sign near the highway could expose Bristol City Council in its position as highway authority to liability." Mr Mustoe, 54, who faced a £60 and three points on his licence, dubbed the sign a 'cashcow' and said police 'did not want to listen' after he looked into its legality. He was pulled over by officers for driving in a lane with a 'no entry' sign and a sign stating 'except buses, coaches, taxis and cyclists'. "I was stuck in the lane not knowing what to do and I could not reverse, so I had to drive down it," he said. "The police followed me and pulled me over and when I looked at the sign I thought it was like no other I had seen before and so it just did not make sense to me. "Although it cost a lot, I was determined to fight the case, whatever the cost and even though it has taken the best part of 12 months, it has been worth it." According to Avon and Somerset police no motorists had been issued tickets by them for contravening the sign in the past 12 months. "It is the responsibility of the local authority to ensure that all signage on our roads is correct and in accordance with national guidance," the spokesman added. A spokesman for Bristol City Council said: "We feel that the existing signs are clear in their intention, but we will look to make changes in order to ensure that the arrangement is fully enforceable in the future." The evidence obtained by the Police is not even submissible for prosecution via the CPS to a Court. So I dont even know what Nick Freeman is going on about.
The police know that.
Its their own book "the use of speed and red light detection technology" that states it.
The Police refuse to acknowledge it.
The councils know very well the new Traffic signs manuals. All the street level workmen know the manuals. and the chapter numbers of the books.
The council are "lying through their teeth" like "a criminal in a court room" Because there are very serious fraudsters & Racketeers who have cheated the system, in collaboration with the police to play "Games" with the drivers.
There is no bigger national crime than "organized" racketeering.

So the NEW Traffic signs Regulations and General Directions (TSRGD) 2016 has been published on the 04 May 2016. It is £90 nearly though! absolute rip off. But it will be the most up to date and legal road regulation book, thus for police enforcement to be submissible as evidence the roads should comply with it. And I still believe that the Traffic signs manuals are still valid, unless new tables & distances & sign sizes are given in this new 2016 book. Came into force 27/04/2016 so it says

So one of the earlier stories confirms that even the wrong font on a sign rendere it unenforceable. The secretary of state has to authorize the new font to make in enforceable. But as it stands the road signs are only authorized for specified size and distances. Unless something in the New 2016 TSRGD says otherwise?! It's the police Chiefs own guidelines that say the evidence is not even submissible for prosecution. So no one reporting anything that doesn't comply with TSRGD should have to go to court or even speak to the Cps. The Police have to accept it. The thing is that there are these recent-ish newspaper story's of the Secretary of state for transport authorizing the use of new fonts on motorway legend boards.. but the last time I was talking to the DEpartment of Transport & secretary of state for transports office they were "getting rid" of the powers that the secretary of state has to authorize things themselves. Also note that in one of the above newspaper storys the Highway Authorities and Councils are trying to claim that you "dont need as many signs" And they want to get rid of them. Yet they have been spending public money on New motorway signs in between junctions we don't need, and working on new TRGD manual that give all new updates and regulations. I believe the signs are very important for safety. The council cannot admit that really they signs are important. But its mainly a money issue. It is a buisness and they are retarded to figure out how to afford to maintain the safety signs without fines. Like the new motorways network car fishing systems they are building with more signs cluttering motorways. I see the problem. And its management and money. I'm certain we can find people who would do the job for free. Or for a meal and somewhere to sleep for the night, and a pair of trousers.

Wow, sooOOOooo!! On Sunday I set off to Survey the Remaining Bristol Speed camera enforcement location, Published in the Bristol Post Newspaper.. for Enforcement commencing the 27th June 2016. There were 91 locations around the Bristol/Avon constabulary area published for enforcement the following days, weeks at those roads. I had been down 2 times already & managed to get about half of the locations surveyed for Road signage legality for enforcement validity. This Sunday the 17th July I set off and started surveying the remaining 50 odd or so locations that I had not had time to do the previous visits. I managed to get two of my Monday Deliveries done as well on Sunday for Work! to Stroud and Swindon! and return to the surveying! I set off from home abour 12:15 Sunday lunch time! Taco Bell in Barnsley was not open untill 11:00 so i coulsnt get a Volcane Burrito! boo! Anyway... I worked all Sunday and did surveying and deliveries! I worked surveying all through the night! There were a few surprises in store for me! One Survey was right by an Ancient Monument site that I did not even know about! Absolutely amazing! I did not have time for sight seeing though! I had to continue with the Survey for the important petition Work! I worked until about 05:22am Monday morning! and then headed for the Oxford delivery for 9:00 am! A big house with lands, gates and a Butler! he was really nice to me & I gave him a petition sticker/notice! he has had a speeding ticket before and will look at my website! He said good work for campaigning! The Swindon Delivery on Sunday Evening was a AMAZING countryside house with a converted barn at the side where a foreign couple were renting, or had bought! really awesome place. I did not film it. But i got one cheeky photo! it was up some outside old stairs to the upper barn flat! quite small inside, smaller than a Terrace house but at a beautifull location! Anyway.. Forward again to Monday... I did the Bicester Delivery actually before 9:00 was there before they turned up at the buisness i delivered to near the old Traffic Safety systems place! Than I headed for home! I had to go to sleep at Leicester Forest Services as I was SoOOOoo tired! and the pesky phone rang just as i had got to get some rest.. from an UNKNOWN NUMBER!! Grrr. Anyway.... Pretty Stoked that I got around all the locations!! The video will take a while! Its Tuesday now! and I only just started to make the movie from hundreds of clips! Its saying it will be about 6 Hours 48 Minutes long! and 12.64GB file! I did record at lower quality though! as i would not have been able to film all the locations on both phones memory! I have lost about 3 files though when the phone crashed I will update the Thread with all the Remaining Bristol Road sign Location reports!! Please bear with me.. the video will take possibly a whole day to upload!? I also got evidence from Warrington today! 19th July of a Police car with 2 Officers using a LTI true speed on a road with Trees growing over the road signs and the officers said you dont need road signs at all! Later I spoke to a GOSafe North Wales camera van officer & he said the police at Warrington are WRONG! he does NOT enforce a road when a sign is covered by Trees or bushes! He checks them & reports it! He also was happy to Talk to me and will interview any time! Also he agrees that the Stop line for traffic Lights at Macclesfield should be either 200mm or 300mm exactly and can not be a different width! aso they dont have traffipax camera in North Wales! but they are using on TRIAL a NEW traffic light camera by a company called RED! So I will be sending this evidence to Simon Byrne! Also in Newspapers today a LORD of the House of Lords has escaped prosecution because the other Lords used an ancient Law!! Just like I am doing with the petition! So possibly the Crown Prosecution service will have to accept that Mine is also valid as well!! for the petition work protection! Apparently even when the Judge said that the Lords protection was valid, the CPS were still trying to "get around it" and ask for Legal advice!! the Judge told them to "go to Timbucktoo!" apparently and that they must give up trying when they will not accept it! because they are wrong! So they obviously are retarded that is evidence there, they cannot accept it when they are wrong!
