EXAMPLES OF ILLEGAL AND DANGEROUS PARKING BY POLICE SAFETY VEHICLES.
NOTE THAT THE POLICE HAVE *NO SPECIAL PARKING PRIVILEGES* UNLESS DRIVING AN EMERGENCY VEHICLE ON EMERGENCY CALL.
A POLICE CHIEF MAY GIVE SPECIAL PARKING PERMISSION BUT MOST LOCATIONS ARE NOT VERIFIED AND IN MOST CASES NO SAFETY EQUIPMENT IS USED TO PROTECT THE OPERATOR OR THEIR VEHICLE AS WITH OTHER ROAD SIDE WORK UNITS OR EMERGENCY VEHICLES. THE POLICE STANDARD IS SUPPOSED TO BE ABOVE AND BEYOND THAT OF ANY OTHER SERVICE. Yeah right! But rather than BE PROFESSIONAL the police seem to want to NOT BE PROFESSIONAL, and just "cover it up" and let professional standards department continue with "non-recordings" of complaints!
Here are some examples of really dangerous police safety camera van locations.
Some are insane! They even resort to taking "no stopping" signs down or removing signs or turning them around! Many locations are not Highways Agency regulation parking places and are "cowboy" construction observation platform attempts built on budget.
Here is a safety camera van from Cumbria constabulary, parked on the A66 between Penrith and Keswick. Half on half off the pavement blocking an agricultural entrance. When questioned the driver stated it was "no bother" and when critiqued on his parking made the statement "smashing". The operator had no high visibility jacket and was dressed as a school P.E. teacher. You might think this type of entrance not important but earlier I had been on narrow country roads and plenty of buses and tractors had difficulty passing so these entrances need to be clear. When complained about the police failed to respond and notify me if the driver had been fined. Also the Terminal signs were missing from the roundabout entrance to this road and there was at least one illegal sized 300mm National speed limit sign in place. If a driver was not reminded of the speed limit by the signs he might forget to check the speedometer and that might take them over the speed limit and be prosecuted by the safety camera operator. When questioned about the signs and required sign checks, the operator of the safety camera van was clueless or claimed to be. As you cannot enforce the speed limit when the road signage is incorrect as stated in section .85 of the Road Traffic act 1984, chapter 27.

The next photograph was taken recently on the A62 in Oldham, on a road that is 30mph but which was previously 40mph and really drives like one. Any unsuspecting driver would truly believe that road was 40mph. Yet with a apparent Traffic regulation order the road is enforced by this camera vehicle at 30mph. Parked here in the central refuge verge, on a road with double yellow lines along it that has "no stopping" signs displayed along it with no white road markings that are required with this sign. Also someone had turned one of the "no stopping signs" around so no one could see it. Right where the camera van parks and some kind of dirt was half covering the sign so it was not its original luminousity as required. As the safety camera van frequents this location one wonders why this was not reported previously and why the camera van parks there. The vehicle and operator was reported to greater Manchester police requesting the driver be fined. This parking is really dangerous as a passing HGV carrying a caravan - for example could hit the police van by accident and the driver would be seriously injured. The police vehicle operators code states that at no time are the police to put themselves or the public at any unnecessary risk.

The speed camera van below in this image is parked on the A580 near Leigh, Lancashire. Greater Manchester Police. The vehicle is obstructing the entrance to a lay-by. This makes it very difficult for HGV to use the lay-by and enter it safely. Also space is limited and required by HGV for legal driving breaks. If you look closely you will see the vehicle is parked in the diagonal section and the Highways agency road construction documentation states that only the straight section of a lay-by is for parking. The angled sections are to be clear for safe entry and exit. This police vehicle was enforcing a 60mph speed limit on a dual carriageway that was National speed limit and changed to 60mph apparently by a Traffic regulation order. Read more about these orders in the other sections of this site. You will also notice the rear window open. This projects from the rear of the vehicle and is unsafe as it is not marked with high visibility colours. Also a parked vehicle should be locked and secure with nothing valuable on display. If hit by another vehicle the camera could fly out of the window and the operator be seriously injured. Working at road side requires a number of safety equipment which these operators neglect to use.

Next is an extremely dangerous location used by a Staffordshire police safety camera van. The area marked by the circle is where the vehicle has been seen operating with no safety equipment what so ever. There is no permission to park in the pedestrian refuge area and as well as putting themselves and the public at HIGH RISK, this operator must have more Dutch courage than a drink driver, because if they were hit by a HGV or any other vehicle it would mean instant death for the operator inside the police van with no rear seat belt, no high visibility jacket, no safety cones and absolutely no protection at all for the vehicle. Is this police staff member insane? Or just stupid? I would say criminal. No charges as yet against this police operator from Staffordshire constabulary for dangerous parking and I would add dangerous driving to the charges as well. And yes this person was parked on the white lines not behind the plastic bollard.

Ossett bypass West Yorkshire - the A638. Sir Norman Bettisons notorious speed entrapment site of 14 years. Over 30 sign, road marking and safety issues with the road! England's most obvious and intended driver entrapment road in England. Here we see that the "no stopping repeater signs are not present or the no stopping terminal signs at one end of the road. The other terminal sign was in bad state of repair and a local art attraction. It has been recently replaced with a new sign which cannot be seen because it is behind another sign! There are no white no stopping lines on this road which are required and this is to draw attention away from the fact the police are not supposed to park on the verges. They attempted to build make shift parking pads, but there is no dropped curb for safe entry/exit and you can not stop on this road to manoeuvre into place as it is dangerous as well as illegal. Police observation platforms are designed for motorways with hard shoulders, not no stopping regulation dual carriageways. The design is not even regulation. This is why most other police forces try to park over bridges when enforcing dual carriageways. The tarmac pad below is a "cowboy" cheap build and the police have gone to the trouble to build three of these on this dual carriageway all dangerous and unsafe and not one penny spent on the road signs which are illegal and not at the correct distances or sizes! Many missing including required terminal signs and important safety features missing from the road which we look at below in another picture.
This road is so illegal that it is insane that the speed limit has been enforced for 14 years unquestioned! The road is National speed limit but was changed in 2000 to 50mph with another one of these mysterious TRO's we keep hearing about! Find out about those in the other sections of this site. There are also identical tarmac parking pads to the one pictured on the A56/M66 Haslingden, Lancashire. Which just happens to be another entrapment site with over one mile of missing never present signs - National speed limit repeater signs and terminal signs for a variable speed limit motorway and the end of motorway 1/2 mile sign not present either! Worse is the fact that there have been a couple of accidents recently where the missing signs are! The road also leads into an incorrectly placed 50mph area with a mobile police camera van waiting. But the site has been used to follow drivers in unmarked patrol cars since the 1980's.

The Ossett bypass again. Here is pictured another police parking observation platform, paid for by the tax payer but again non regulation and unsafe. The only official observation platforms are the ones beside the motorway and are raised above road level with safety barriers. This makeshift parking place on the A638 Ossett bypass may say "police" on the tarmac but is has absolutely no official design authorization and is next to a lamp post that could crush the van if hit by another vehicle. Also this junction has missing Sharp deviation of route sign and keep left bollard which are present on the other two of the three corners of this junction. Also there is not even a sign to say where the exit leads to and no slow signs for the down hill section approach. All in all this road is a hazard nightmare created by the council and police when they know drivers will want to drive to the roads natural speed percentile as it was prior to 2000 and the same as two other identical nearby dual carriageways. Yet the Police & council reduce the speed limit to 50mph with a TRO order which is not even for that purpose of use. Money spent on THREE police platforms when the road is NO STOPPING. The no stopping sign repeaters not even present to hide that fact and no money spent on the proper correct signs when the road is actively enforced regular.
The police & council state the road signage is "ADEQUATE" to cover up the fact it can not possibly be adequate or there would be no need for THREE POLICE PLATFORMS AND A INSANE NUMBER OF PROSECUTIONS OVER 14 YEARS!!! DO THE POLICE THINK DRIVERS ARE STUPID??? Apparently so, yet no Lawyer yet has had the road put right!!! Could this be that the road is also funding defense lawyers business as well??? Some signs do appear to have been stolen in retaliation over the years but as yet no person has challenged the police & council head on over the matter. And yes I hasten to add that the accident statistics for the road have been duplicated on police record to appear higher than in truth. Yet the accident statistics have gone UP not down since the speed limit was reduced! And if you discount drink driving the accident statistics are near 0!

The final subject related to police safety camera vehicle parking is bridges.
Now the majority of police forces accept that you can not park on verges or stop on a no stopping dual carriageway. So instead they park on bridges over the top of dual carriageways. A well known site for this is the Wrexham bypass. The road is a "no stopping" road and correctly signed and marked. North Wales police are not as stupid to park on the road itself so they park over the top of it. Now some bridges DO have a parking area, for example some over motorways like the M1 at Chesterfield. But the police seem to use smaller roads that cross over dual carriageways and very few of these have a parking area. In fact the police park half on or fully on the pavement blocking passage to pedestrians. As we see below at Newcastle-under-lyme over the A500 there have been BARRIERS put up to STOP vehicles parking at these places as it is DANGEROUS! And I have reason to believe they should not be parked there! Which is why in one of the previous photographs the Staffordshire police safety camera van was instead parked at that DANGEROUS pedestrian refuge area in the middle of the junction exit! Even WORSE than the bridge! Seriously these operators are insane! When taking into account the police are DEAD SERIOUS when preaching road safety to the public one has to LAUGH at the CORRUPTION AND HYPOCRITE attitude they display in actions they do!
Either they don't REALLY think it is UNSAFE or they think THEY ARE ABOVE THE LAW AND IN TRUTH DO NOT CARE! How can they do this and then send people on these road safety courses? BECAUSE NO ONE IS HOLDING THEM TO ACCOUNT! Their own professional standards fail to fine or prosecute their own staff. It is not acceptable, and this is exactly why this site and petition was created because they must be brought to justice.
One more point about the bridge parking & use of laser speed detecting equipment. In the section of this information site that discusses "Movement influencing police vehicles from passing cars" we look at how the air slip stream from passing vehicles actually causes the police van to rock from side to side, which translates into a massive effect on the aim stability and consistency of the police camera and laser beam. Now this disruption is from side to side, but when on a bridge the police vehicle uses its side windows to aim the camera from. As the wind blows the vehicle and as vehicles pass the police van, movement of an UP/DOWN direction is imposed upon the camera and its aim. This renders the set up highly un-professional and in most cases the equipment is completely compromised producing highly inaccurate and inconsistent readings. How do they get away with it? Because at all costs they will only sent you a photograph of the offence and DO NOT WANT YOU TO GET HOLD OF THE VIDEO FOOTAGE WHICH REVEALS ALL THESE ERRORS. You are fully entitled to the footage but they try and ONLY give you it if you are going to court and badger them for it. Even then they send a supposed "specialist" expert to reason away the truth that is before your very eyes of fact and reason that the equipment is BEING USED INCORRECTLY AND WITH MALICIOUS TECHNIQUES!
The only way to disclose this is by people obtaining their speeding footage and analyzing it themselves and comparing it with other drivers. This way the truth will become unquestionable and the police will not be able to hide the facts anymore or the Crown prosecution service send "specialists" to bluff and blag the truth away from you (they get paid up to £2000 per court hearing to talk drivers accusations down and if they don't they would quickly lose their jobs)
I really insist you look into this and get hold of your video footage.
But back to the main point here, yes most of the bridges should not be parked on. And an open window over a motorway or dual carriageway with a camera sticking out of it?? It that safe? What happens if the police vehicle is hit or blown and the camera falls out onto the road below? These police staff have NO REAL CONCERN FOR ROAD SAFETY! IT IS TRUE! They are there to obtain convictions for police performance statistics and to raise revenue. No police officer would allow you to pass dangerously. They would slow you down with hand signals. It actually is an offence to "permit" someone to contravene the speed limit. So in truth all speed cameras are unsafe. The only safe option would be a machine that asked you to drive slow there and then. Thus ACTUALLY PREVENTING AN ACCIDENT IN REAL TIME there and then. Not allowing unsafe speeds to occur there and then but punishing later.

Get Justice and bring the authorities to account!
NOTE THAT THE POLICE HAVE *NO SPECIAL PARKING PRIVILEGES* UNLESS DRIVING AN EMERGENCY VEHICLE ON EMERGENCY CALL.
