The road traffic regulation act part IV 1984 SCHEDULE 9 and sections 82(2), 83(2), and 84(1) and (2) are also mentioned in some orders.

Now it has been apparently updated but so far they are with holding that information just to make it more difficult to get to the crux of the matter.
Now I am no Martin Lewis so forgive me if I get this one and its complexities wrong, but I will do my best to explain what I believe to be the truth of the matter.
This legislation was published 1984 OK.
And from what I can gather it IS in fact in line with the TRO order uses in that from reading it it does talk mostly about buses, and parking and road restrictions which is evidence that its purpose is for those things and not really for speed limits. Just like it says on the front of the TRO what it is for.
Back then most country roads were National speed limit, except through the village, or where there was street lighting.
And dual carriageways are constructed to National speed limit. They weren't designed to be toyed with. It was MADE TO BE AS IS. Not messed around with later. And if it was not made to be AS STATED BY DESIGN then there must be some design flaw in it. - and then it would need re building not bodging up.
Please note that NO COUNCILS OR HIGHWAYS AGENCY ARE EVER SEEN CLEANING SIGNS OR RESTORING THEM or hardly as required. They are cast off like old toys and the next "toy" or project is moved onto. They just get "bored" with their job and want to toy with England's roads like a toy train set, mostly to the cost of us. And now with the added GREED factor of speed cameras (especially through roadwork's) literally paying for their train set as they build it.
Anyway... Nearly all normal roads were 30mph (including crescents, avenues, cul de sacks, and such and the main roads into town were 40mph. These all had street lights and the main roads had 40mph signs or 30mph signs on the regular roads. So really there is no changing of speed limits.
Your speed was supposed to be guided by ROAD SIGNS. That is the ENTIRE POINT. BEND. DEAD END. HORSES. BRIDGE. All these signs are to give you information to prepare for a bend, slow down, or watch for animals or a humped backed bridge.. You are supposed to use initiative and common sense to navigate the roads. The signs guide you.
There was not so much "enforcement as YOU ARE FORCED TO DRIVE EXACTLY THIS OR THAT SPEED OR ELSE".
So A road was built and that was it, the signs set up and supposed to be kept clean and straight.
Now as of 1984 it does only briefly mention speed here...
It mentions speed limits of under 30mph and this brings back to me memory's of trundling into the caravan site at Cleethorpes.. Over the humps down the drive and onto the grass with a 5mph sign to one side. Or watching a big tractor turn into a farm complex at 5mph - I expect more kinds of things in London with narrow single track roads between narrow buildings and such. And i truly believe that was what was being referred to in this legislation. Not going around changing every other dual carriageway to 50mph with the incorrect size signs so you can plop a mobile speed camera there and set up a nice steady revenue flow. (or set up the M42 so you end up on the M6 toll instead of the M1)
The entire legislation of this schedule is frankly a load of rubbish saying who can do this and who can do that and when and how and blah blah its really a load of old tosh. Just complicated rubbish in reference to something completely non relevant to anything at all. Forgive me if I am stupid...
This rubbish is what the HIGHWAYS agency are passing off as their main authority to use these "statutory instruments" which is just really a TRO for the highways and as a highway is mainly set by design is should not require any "changes" or "modifications" unless they did bodge job or have realized they messed up, in which case... Can we just fire them??!! Or "BAN" them from touching our roads again?? Can we just get someone else who CAN do the job properly in the first place?? Or can we film roadwork crews with 5 men stood talking doing nothing for hours at a time YES ITS TRUE NO WONDER PEOPLE SHOUT THINGS AT THEM, ARE WE PAYING FOR THIS OR WHAT??

Are these highways agency male chaevenist pigs just getting off at their little "BUSINESS" of lego for grown up's or are they just trying to get into Baroness Kramers bedroom? I don't know but one thing is for certain... If the Highways agency have not been able to figure out the HORROR DREAD SCREAM of Junction 12 design flaw of the M62 then they cannot get anything. Where DAILY TORTURE AND MESS UP AFTER MESS UP TIME AND TIME AGAIN OVER AND OVER ATTEMPTED ROADWORK'S MILES AND MILES AND MILES MORNING AFTER MORNING OF SUFFERING has to ensue...

I knew it, THAT'S why the police will not prosecute or investigate themselves or the council, the speed limit ORDERS ARE exempt from question of the law itself. There you have it. BUT the PERSON OR PEOPLE WHO MADE THEM OUT ARE NOT BEYOND THE LAW! And if evidence is gathered that roads speed limits are not uniform and safety reasons are not trult validated as well as accident statistics duplicated or not as claimed.. then the Highways agency staff and council staff as well as consulted police chiefs CAN be investigated for fraud.
Everyone I talk to doesnt seem to have a speeding ticket in their local town, its always somewhere else... somewhere alien, different roads, different speed limits on identical road profiles when compared to where they live. Thats why the malicious councils come up with a variety of different tricks that are difficult to prove or hard to spot until you are looking for them, or else they wouldnt be able to catch you out. Its a clever disguised trick each time a different one or a variation of another one.
The number of roads that are identical to other roads but have different speed limits is absolutely non uniform and this is why NATIONAL SPEED LIMITS SHOULD BE UNIFORM. Not old by-law type medieval nuiances.
Its like ginsters pasties. They are the same everywhere, you know what it will be like before you buy it. I do miss traditional home made pasties from all over the UK each with its areas own twist and special taste, but when non standardised you get caught out evey now and again with a really crap pasty. But we dont fine people for making rubbish food! Its sad to see the special unique things go in place of "standardised" things, but when they are dishing out 2 points and driving BANS for THEIR signage mistakes and non uniform speed limits it is not the driver who is at fault but the Highways agency and council. And the answer is not always out with the old road, in with the new. WHERE IS THE MAINTENANCE?? As I say it bores them with their boy boys train set, they want new new new all the time. When there is nothing wrong with the old roads...
20MPH speed limits on the LATEST GEOMETRY GENIUS FROM THE HIGHWAYS AGENCY??? If they had left it a cobbles street you would only be able to do 20mph!!! and that is less damage to your suspension than speed bumps! What about fragile loads over speed bumps?? you are NOT SUPPOSED TO COME TO A NEAR STOP IN THE ROAD WITHOUT GOOD REASON.
The THINKING of these men is abominable. And I do NOT WANT THEM TO BE ABLE TO COMMENCE ANY PLAN, DESIGN OR CHANGES TO ANY ROAD WITHOUT 50% BALLOT VOTES OF THE DRIVERS WHO USE THE ROAD, Including removal of roundabouts, setting up traffic lights and blocking off of roads or streets.
The Secretary of state for transport should be voted in by Mp's poll not "choosen" by the controlling party with no one elses say.. and if they dont do the job as the people want to their satisfaction they are OUT. Next person.
And a law where NO ROADWORKS CAN BE LONGER THAN ONE MILE IN SECTION AT A TIME, WITH NO LESS THAN 30 MILES BETWEEN ROADWORKS.
