Hello.
My name is Chris Grayling MP, i am the secretary of state for transport.
I oversee both the DVLA and Highways Agency who maintain our roads for my government. Err your government.
Yes..
Its my responsibility to give the Chief Constable of each area, guidance in the issue of Fixed Penalty notices, for speeding fines as well.
In fact, i must give them adequate guidance..
My lay-by sites on the A38 Derbyshire are well signed.
My road survey and road tax units are always keen to survey both roads and traffic.
My Highway Agency is overseen by Jimmy O'Sullivan. Well named choice.
I can authorise works myself.
And departments must update me with everything they do. All endorsements, records and registration information must be given to me. The DVLA look after this for me. And Jimmy updates me with all signage he has authorised and placed. He has to.
I really should update the Chief officers of police with this information particularly when a road is not enforceable because under those circumstances my Chief police officers can't enforce speed limits.. Because the chief officer who is the signed prosecutor must follow the criminal procedure rules and prosecutors code. Particularly with the issue of fixed penalty notices. Although it does not matter if it was put on a licence by a court order or a fixed penalty clerk by the chief officer (prosecutor) (see criminal procedure rules in great detail and prosecutor code) the Chief officer loves to ignorance of these as he is insane.
The fixed penalty clerk updates me with all particulars of every endorsement. They have to. The DVLA look after this for me because i am to buisy.
Don't worry if any of us say we can't do anything. We in fact must.
Because otherwise we wouldn't have anything to do would we? Lol
