This legislation says that you cant issue a fixed penalty if its causing or permitting to exceed the speed limit. So.. it has to be "court" Therefore we can prosecute the Highways (or police even) for causing drivers to contravene traffic regulations orders by placing illegal & misleading signs - then getting loads and loads of fines regularly by lines & lines of innocent drivers when there are clearly no accidents as the police van is parked at the side of the road... And the drivers are "just keeping to a particular line of proceeding traffic" in presence of a police officer.

This is a 1972 act, but it can be used as evidence that its normal for cars to just follow the line & keep to the same speed in proceeding traffic when there is a police presence ahead.. This is important evidence as to the nature and travel of traffic & the government remove it when it suits them for example the Highway code can be used as evidence & it used to say that people should not change or alter the speed of other cars if they can avoid it.. So you wouldn't brake without reason if you are following a regular line of traffic... particularly if the signs were wrong or unlawfull & can mislead drivers ahead.. It doesn't matter if the police think it does or doesn't mislead a particular driver. The road cannot be enforced if the signs are not as prescribed. Period.
