Ok so I am still debating the fact with the Police that You can not be prosecuted when you are doing something for the purpose of a petition and the reason why there are multiple legal exemptions in law for political materials and petitioning activities.
The King is "The Crown" - Hm Government, Parliament, Police, courts and Crown Prosecution service all act on behalf of "The Crown". Thus you can petition them and be free from them using "The Law" to stop you. They cannot use LAW to punnish or obstruct you challenging them for your political cause and activities and whatever is required of you to perform those activities, such as travel, placing and using notices, public speeches, distribution of documents and the content of those documents are all required for purpose of going about your petitioning activities just like a policeman is exempted from exceeding the speed limit for "the purpose of which the vehicle is being used" is not specific but more or less any police purpose that is required for him to go about his buisness.
Like the Exemption of political and petitioning materiels from Advertising Standards Authority regulations, Exemptions from the Distribution of printed political materials and many other exemptions which are taken for granted by MP's but are applicable to ordinary citizens when they are doing a petition TO Hm Government or even AGAINST Hm Government for change.
This is simply even the act of opposing political parties doing adverts against eachother, or the fact that one party cannot use the law to stop another party doing a campaign, distributing its literature or prosecuting it with law for doing a rally, demonstration.. literally anything reasonablky within the purpose of going about political petitioning - collecting sigatures and giving notice to the public of the existance of the petition, where and how to sign and collecting information and giving information on why any citizen needs to or should want to sign a petition.
These exemptions for being prosecuted against are to protect the petitioner from any other organisation, persons, party or authority who might oppose or be opposed to what they are doing, or try to stop them.
I was petitioning against the police & local councils using illegal road signs. They have tried to stop or limit me from doing this by prosecuting me for placing my notices in public. - This was an illegal prosecution by the police as they did not want to be exposed for placing & maintaining dangerous road signage at police enforcement sites.

All Modern political exemptions from legislation are based upon this original Bill that IS an ACT of parliament and IS VALID!
Basically choosing to engage in politics and collect signatures from the public for a cause and take it to parliament affords you certain legal protections in your activities and is somewhat like the protections afforded to a police constable to enable them to conduct their work and carry out their purpose similarly.
