I have now obtained a copy of the original Roaf traffic act 1967 chapter 76.
This clearly states that to be "adequate" for safety and conveyance of messages the signage is to be prescribed specifications.
So adequate in this legislation is specific to prescription.
Also the police are an "Authority" and as the road traffic enforcement authority, ARE required to check all road safety, signs and risk assessment as part of their enforcement participation as well as the other authorities as well. The police conduct speed surveys and site signage surveys would be the same for enforcement site requirements.
