The General Strategy is this... That the Police do not give the location of the Ticket offices out to the public, only a PO Box, and keep the building secure. Not for security safety purposes. But so that the Driver is put at a strategic disadvantage. In Law.
So the Ticket office cannot be interviewed and questioned on recorded interviews about facts of law and road signs manual matters. Which would prove the evidence not submissible and the cases void. Also prosecution against the police for giving false record and account of events and legal status of roads. Also preventing drivers from going to attempt to view or obtain the video evidence.

*Police officers can deal with speeding drivers in a number of ways:
Verbal warning – Officers offer advice at the roadside.
Speed awareness course – Gives drivers caught speeding the chance to complete a workshop to help them understand the consequences of speeding rather than be issued with a fixed penalty notice resulting in three penalty points and a £100 fine.
These courses are usually offered to drivers that have exceeded the legal limit but not by a huge amount. The course is offered as an alternative to fixed penalties. Although unusual, drivers can opt for the penalty instead.
Fixed penalty notice – The driver can pay a £100 fine and accept three points on their licence rather than face prosecution.
Report to court – Drivers who are 25mph or more over the speed limit will be reported to court. Other reasons for a report to court include the driver already having nine points on their licence or them opting to go to court.
Adam Pipe is the casualty reduction manager at Essex Police. He said: “It’s disappointing to see that some drivers continue to drive irresponsibly on the roads of Essex.

Camera safety partnership to close
Tuesday 3rd August 2010
The Wiltshire and Swindon Camera Safety Partnership is to close with the loss of 40 posts.
The decision follows a 27% cut in revenue by the DfT.
Patrick Geenty, assistant chief constable and chair of the partnership, said: “This has been a very difficult decision and one that the partners have agonised over because we are of course committed to continuing to improve road safety.
“The statistics for Wiltshire & Swindon show that over the past four years (between January 2006 and the end of December 2009) there was a 33% reduction in the number of people killed or seriously injured on the county’s roads.
“Drivers should not think it is now safe for them to break the law and I want to emphasise that the police will continue to vigorously enforce speed limits across the county and promote safe driving.”

Dear Wiltshire Constabulary,
This FOI is addressed to your Central Ticket Office-
Please indicate:

such as speeding and red lights were issued in 2010?
_ once the NIP form has been filled by the offender and returned to
the CTO, how do you get the data onto your computer system? by data
entry?
_ How many people work at the CTO doing data entry to process these
forms?
_ Do you scan the NIP forms onto a document management system?
which one?
