I am pretty certain that Lights down a central reserve are a good example of highway lighting.
And the normal left, right, left lamps on a "street" are actually in fact for the true purpose of illuminating the pavement for pedestrians, not in fact for cars.
But as you will read they seem to do the classic trick of mixing it up a bit and trying to confuse us.. so... have a read, see what you think..
Ok so....
when it says..... "A SYSTEM OF STRET LIGHTING"
WHICH SYSTEM IS IT REFFERING TO?? !!
It does not say which system....
just that it can be " A SYSTEM" (so one of any that exist?! )
just as long as they are not more than 200 yards apart.
Now.. the above act says that there are different TYPES of lighting yes?!
Footway lighting AND Highway lights..
But it appears they can exchange ownership & responsibility for upkeep! Between Highways, Council & Lighting authority!
But the "footway lighting" it uses the terms ADJACENT.
So that is evidence we have a system of LEFT, RIGHT, LEFT, RIGHT... right? Ok.. and there needs to be one gap of at least 50yards?!
But as we know with the speeding fines.. the MAXIMUM is 200 yards spacing.. but there is NO SPECIFIC DISTANCES between!
Now... If its a motorway, we get those DOUBLE LIGHTS …
T shaped ones down the middle. They are "HIGHWAY LIGHTS"
Also left side & right side.
But footway lighting is always as we read under a certain height. So we know where we are with some identification now as well...
SO...
This is where I am with this.. as of.. well this second now as I just thought it...

IF* THE SYSTEM OF STREET LAMPS IN THIS INSTANCE HERE WERE TO BE OF THE TYPE... "FOOTWAY".. then... THAT SYSTEM OF THAT TYPE HAS THE ADJACENT CONFIGURATION BECAUSE IT SAYS SO!!
So.. IF IT HAS THOSE LIGHTS & THEY ARE NOT ADJACENT.. THEN THEY ARE WRONG CONFIGURATION!! And each configuration must have at least 3 lamps!
But that means the TALLER HIGHWAY LIGHTS.. are a DIFFERENT SYSTEM. But those don't need to be ADJACENT.. they can be ONE SIDE or MIDLE or BOTH..
But if we get a mixture of 2 different systems.. ITS NOT THE SAME SYSTEM..
ITS 2 SYSTEMS!?
So... if either system is incomplete itself its not lawfull.. no matter if there is another system there because they might both be incomplete!
a good way to look at it... is the REPEATER SIGNS FOR THE SPEED LIMIT.
Only the "prescribed ones" had to be in place! they were what we need to measure. the "POLICE" repeaters are "ADDITIONAL" ones and don't count as part of the system.
Now for most of you, you will not care either way...
But technically speaking.... Its one of those cop-outs.. like..
"oh a letter arrived one day late" like the recent David Beckham story with Freeman & Co Ltd.
So.. I will need to check on this.. But my initial brief impression is that when we are suspicious about the lighting & instinctively think.. hmm something is not quite uniform here.. then this may be the answer!
