There are 2 carpark in Chorley, Lancashire that are of major concern as examples of what needs to be investigated all across the UK.
Here is the traffic regulation order (2008) for the Queens Road car park, Chorley. Made in consultation with the Chief police officer.

The order is for parking of vehicles weighing upto 3.5T so this includes vans. the TRO does say upto 2.1 meters high and 5 meters in length.
Now 5 meters is 5m = 16ft 427⁄32in which is just over the wheelbase length of the longest van (which fits within a regular parking space at any modern supermarket. (usually depends how much room you have behind as you can usually put the back end over the grass - which is like one of the queen road spaces)
Now I drive a long wheelbase van and have no problems parking it as long as I am considerate. I have had conversations with a few traffic wardens & car park attendents and they dont have any problem with it as long as it is not causing any problems to anyone.
See here example of police van at Burger King, Scotch corner services who use their van no differently from myself.
If its on a street then you just have to find a space where there is room and it does not stick out at all because you park along the other way.
Now.
I was curious when I got a parking ticket at Queens Road car park in chorley outside the court! Because I had gone to great effort to get change for paying the correct parking from town. And I had bought a ticket. There was no height limit on the car park and you would assume all spaces are identical. I apparently got a ticket because my vehicle was "too long".
So I was curious and this lead to me measuring all the spaces. (which should be 5 meters long.
As it turned out, they werent! there were spaces of much less than what was stated on the Traffic regulation order. Added to this there were all kinds of mishaped spaces (skewed) that you could not even fit a car into without going over the line, and some much shorter than the 5 meters, including ones that hovered into plantation and grass sections.
I complained to the council and they brush you off to a place down south called "chipside" which again surprise surprise evades council accountability (this strategy is becoming very significant to put you off the scent of getting a refund) Anyways I complained about the TRO directly to the council and they ended up just ignoring it! I complained to the Chief of Lancashire police Steve Finnegan (who has won the Queens medal) (Is this some strange joke for excess parking fee's he has gained the council on Queens road?) And The police would not do anything about my complaints and neither would the Police and Crime Commissioner Clive Grunshaw when I complained the chief of police had consulted on incorrect size parking spaces!

You will see on inspection the skewed shaped spaces in the centre of the car park and the shorter length ones are at the back of the car park top right and there are some other very mishaped ones also.
Below the Farrington street spaces (just round the corner from Queens road are all the same shape but still the length of the lines if you look are not all the exact same lengths!
Here is a close up of one of the spaces shorter than the 5 Meters stated on the TRO order (this one has extra room if your front or back goes over the grass. (in all the scams on this website the police & council seem to love creating tricks from existing things that people do and extrapolating them into various ploys - such as with the subconscious sign tricks.. its like they actually use clauses in the legislation for ideas on what tricks they can come up with, and combine them with the regular driving habbits of people so they can find ways of getting them to cross the line + fine them for it)
Now another time a went to Chorley a few weeks later to look at other car parks I found one called "Water street" not far from the Queen road car park (I dont know if we are "surfing Finnegan's wake" now with all this water?? or just visiting his car parks? lol)

When I inspected this car park, i found it was not tarmac, but strangely layed in bricks?! Now if you measure these bricks to the inside the space is smaller than the required states size on the TRO order's yet if you measure the outside of the bricks it is just about the correct size! So if your vehicle only just fits into the bricks outer edge the traffic warden can use the inside bricks as the line & give you a ticket, or if you are within the inside could choose not to. If you bring 4x4 vehicles, vans, pick up's or any of the various type cars and vehicles on the roads these days.. this gives the traffic Warden some "creative licence" as to what the exact size of the space is and if he wants to give you a ticket or not!

Wait.... You know I am a sucker for anecdotal evidence.. so for your further entertainment here is the PUB exactly between Water street and Queens Road car park...
Oh yes.... The Parkers Arms!
Dont ask if the Parking Warden is "just around that corner" either!
I dread to imagine what we will find if other car parks are investigated... as I keep saying, London must be a nightmare for tricks and dont forget that THIS IS FRAUD! Fraud by the police and council. A criminal offence. The car park spaces are NOT the size specified in the TRO. Can I get Finnegan's police force to investigate the council? no. will he investigate & prosecute himself? no. He is sufing a wake above and beyond the law and it seems getting rewarded for doing so with a nice shiny medal on his chest. (mabe he could stick it on the missing road signs in Eccleston village near "Bygone times" and it become an antique? or he could use it on the A6 as its about the right size as the illegal 50MPH signs just where the fixed speed cameras are.
Who will bring these criminals to justice?
