after the 1967 act, schedule 5, where a "motor car" or "heavy motor car" was placed into a vehicle class of that schedule depending on the type & weight of trailer it was towing... This happened... 19841984 Road traffic regulation act Schedule 6 speed limits introduction of the term car-derived van. as opposed to previously the "dual-purpose vehicle" in the 1967 act for purposes of towing reference only. Now, in the modern day.. we have Mercedes Sprinter & VW Crafter vans all being under 3.5 tonnes Maximum Gross weight, falling within the meaning of "motor car" (not heavy motor car) "Small vehicle" and "Light goods vehicle". Which on the DVLC driving licence 1993 was published NOT being "goods vehicles" for purpose of meaning, weight & class. which fits with the Goods Vehicles (Licensing of Operators) Act 1995 "Small vehicle" meaning. The actual class is based on a motor car. The term Dual-purpose vehicle & car-derived van was introduced so as not to confuse passenger & goods vehicles when towing only. It was not a absolute weight cut off point for vehicles which are goods vehicles within the "motor car" class. The cut off point is "Heavy motor car" as the secretary of state still cannot vary the speed limit on an unrestricted road for a vehicle which is not a heavy motor car. (passenger vehicle weight can be varied if its a heavy motor car)

I have been given this plate from a Ford Transit... Its stamped with a few different weights.. just like the van I drive.. some for different models Hmm so the maximum weight is 2.5 tonnes or what?? why does it say 3250kg on a vehicle with unladen weight of 1251kg? I am starting to believe our government is corrupted & like to make rules on the boundaries on purpose, which people cant help but break.. good honest people. Sort of like You need air to breathe & water to drink.. they would make it illegal to breath & drink more than 1 bottle of water a day, but sell it in 1 and a half bottle sizes.. and fine you for drinking the full bottle. I think they are warped.. They specially select people like Theresa May from the masses who live & think like that.. twisted.. And welcome them into their community. I think fines & law has always made money this way from exploitation of people. They made it near impossible to live a good honest life. I think they "need" to create criminals to validate their own genetic inherent corrupted minds.

Following the road traffic regulation act 1967 schedule 5 speed limits table, for goods vehicles, which only had, other than articulated vehicles.. "motor car" and "heavy motor car" and then those vehicles pulling a trailer The Motor Vehicles (variation of speed limits) regulations 1973 introduced the 30 hundred weight alongside the "motor car" both which are adapted to carry goods or pull a trailer and only with the speed limit varied if doing so. Not being heavy motor cars. The 1984 road traffic regulation act schedule 6, i believe states "car derived vans" as simply was previously the 30 hundred weight stated, but like the motor car - not a heavy motor car. All motor cars adapted for goods still not being heavy motor cars. This later is absolutely confirmed by the 1993 drivers licence "goods vehicle" meaning. (not a vehicle under 3.5 tonnes) motor car class. And, in the 1988 Act under meaning of motor car, as well as "small vehicle" meaning in the Goods Vehicles operator's licencing 1995 legislation.. Being vehicle with or without trailer not exceeding 3.5 tonnes. Not being classified as a goods vehicle. So thus must fall within (4) of the Schedule 6 speed limits 1984. The only variations i have found in the table are from 2014 and relating to HGV. The Motor car class has not changed. Also, as the government cannot change the speed limit on an unrestricted road for vehicles not being heavy motor cars.. I don't believe they could even create the new variable speed limits laws for the new motorway system. Even under experimental.. As it causes too much disruption.. Anyway.. Still looking for some changes to legislation that aren't listed..

Here are the Freedom of information statistics from Norfolk & Suffolk police of vehicles under 3.5 tonnes charged with speeding offences on unrestricted National speed limit roads in the last 5 years. www.bentcop.biz/Norfolk_&_Suffolk_3.5tonne_van_statistics_Joint_Response.pdfVery interesting.. though they provided more information than I requested. Seems like speeding is down in general.. except where there is this issue concerning what the speed limit actually IS.. particularly with Mobile manned camera vans. I just need to check the 50mph roads are single carriageway National speed limit (unrestricted) not 50mph restricted roads with 50 mph signs.

1972 act... after the 1967 act where there is only in schedule 5 to that act a motor car or heavy motor car towing a trailer or not, for goods vehicles... so.... after this 1967 act, with schedule 5 speed limits for certain class.. we get the 1972 act... And one major thing to note here.... there is a 4 year age limit gap between drivers who are allowed to even drive a "heavy motor car" regardless of if it is a goods vehicle or passenger vehicle. So... even a motor car that is a goods vehicle can be driven by a younger driver. less experienced. so it would explain why a regular motor car (even a goods one) didn't have a different speed limit to a private motor car, being a motor car of the same class, being allowed to drive it at the same age.. This would explain why they decided that regular motor car (passenger or goods) was ok to drive at the same speed limits. The 1988 act giving an upper weight limit MGW of 3.5 tones to "motor car" under "meaning of motor car". This also leads us on to the DVLC driving licence evidence.

Ok, look... A lot of letters have been sent to various police forces, Department of transport, DVLA, Parliament, House of Lords police and Crown prosecution service.. Concerning this speed limit of vans. I have made some vert detailed video presentations but with me actually in them doing the discussions.. I don't really want to post those on here. Ive sent the videos privately to the above authorities for their evaluation and as evidence. What i want to mention now, are these early records of the House of Lords sessions. Because in the various ones you find out there discussing goods vehicles... They do seem to talk mostly sense and reason. And its clear that the intent is absolutely not to lower speed limits for no reason on unladen light vehicles for example which aren't carrying anything and have good modern brakes.. So its actually not really for any taxation or limitations purposes other than safety and reasonably logical safety.. For example a vehicle which can carry a lot of weight when fully loaded.. When unloaded being very light.. The lords in their discussion clearly don't see it as dangerous or that it should have a lower speed.. Only that they need to make classification for purposes of identification and obviously safety.. Saying that.. And now focusing on this issue we have with light vans which are in the motor car class around 1960 to 1967.. I believe this verbal exchange does clarify that cars which are light goods vehicles "aren't" to be considered a "goods vehicle" for the speed limits purposes.. And i believe the Chief constables can understand this above discussion and need to stop arguments and accept it. 1962 Lord Chesham api.parliament.uk/historic-hansard/lords/1963/jan/30/motor-vehicles-variation-of-speed-limit#S5LV0246P0_19630130_HOL_55He does not mention cars being converted to goods vehicles by merit of a tow bar being fitted. Also the 30 hundred weight vehicles which are mentioned in the John Peyton variation of speed limits under the same categories.. Just 2 different weight vehicles... I think the car + 30 hundred weight is the same as car + car-derived van comparison. We could do with finding the missing changes on the Government legislation listings :/ I will see if i can find them.

Ok.... So The motor vehicles (variation of speed limits) 1980 Is missing from the government legislation site.. Following the (no2) version recently being added. Also missing is the speed limit variation prior to 2014 which changed the HGV speed figure in schedule 6, 1984 act. I have requested the information FOI. My copy the the actual 1984 act itself is a 2002 reprint. A larger book size. Strangely, it doesn't have the legislative changes applied to it by the government which i find ridiculous. I have also established that the 1988 road traffic act did not originally included the meaning of motor car to be a vehicle under 3.5 tonnes maximum gross weight. It was only added in 1996. The driving licences (community driving licences) Regulations 1996 But removed in 1998. Thought the later legislation covers vehicle and trailer upto 3.5 tonnes as light goods vehicle not medium sized. Or alternatively a "small vehicle". But the driver licence had vehicles under 3.5 tonnes stated as not goods vehicles as early as 1990-1993. So 1980 to 1988 is indeed of importance and interest. Unless we consider section 86(6) of the road traffic regulation act 1984 to be the deciding factor in motor cars (even goods vehicles) to be excluded from schedule 6 speed limits? Section 86(6) still being in effect (only just) phew There does seem a lot of controversy around the wording and interpretation. I wonder what the 1980 variation will uncover? And the variation date prior to 2014? Are the government hiding something? What is their claim to the official meaning of goods vehicle printed on the DVLC driving licence going to be based on??

Ok, so These are the basic general specifications for the 7.5 tonnes & under goods vehicle class. It is a general class that has an unladen weight well over 3 tonnes. So it is a "heavy motor car" class. Not a "motor car". The unladen weights are slightly over 3.5 tonnes. In the road traffic act 1988 141(a) a "motor car" class covers upto 3.5 tonnes maximum gross weight. www.legislation.gov.uk/ukpga/1988/52/section/141AAgain... from at least 1990-1993 we see evidence that a vehicle UNDER 3.5 tonnes weight is not to be treated as a good vehicle. & that is in line with section 86(6) of the Road traffic regulation act 1984 www.legislation.gov.uk/ukpga/1984/27/section/86

So, this is based on the legislation of... Which the DVLA use to issue driving licences.. The Motor Vehicles (Driving Licences) Regulations 1999 www.legislation.gov.uk/uksi/1999/2864/schedule/2/madeB There are no changes since 1990 to the class under 3.5 tonnes vehicle light van. So the speed limit cannot have changed. www.gov.uk/old-driving-licence-categorieswww.bentcop.biz/goods_veh_small.jpgI Really need to get hold of all published paper driving licences issued by the DVLC & DVLA.. I have made F.O.I. requests.. they are trying not to give me the actual specimen copies even though they could print specimen over them and do a different size/colour.. I also need to find the date the HGV speed limit was changed on the schedule 6 table prior to 2014. As that date would be where to loo for alleged change in the Van weight classification for meaning of goods vehicle - which I don't believe has changed
